Nah not every-cutscenes, that was exaggeration. And I didn't mention WRPGs but I agree with you on that aswell. There were plenty of momenets in Mass Effect 2 I felt the same way, just not to the same level.

You should play one of the early Ultima's, sometimes the dialogue look like run-of-the-mill cheesy series from the 80s xD 

If you ever get your hands on Parasite Eve, give it a go. While it's still a JRPG, the mood and actual gameplay fits more the likes of a Survival Horror. Plus, it has a lot of scientific mumbo-jumbo dialogue in it too (Although I understand all of it, for most people it is mumbo-jumbo), which departs from the usual emotional type of dialogue on JRPG's
