If you want a similar (and again simpler) metaphor to compare it to, note how most old people decry the insanity and barbarity prevelant in today's youth culture. That isn't something that's unique to our times; old people, since before our father's fathers, have been decrying the insanity and barbarity in youth culture. What does this tell us?

It tells us that society hasn't actually been decaying constantly for hundreds of years, but that as we age, we become increasingly aware of the world's cruel and irrational nature. Instead of finding God -- as Tommy Lee Jones hoped he would, as he aged, as he says in the film -- we find the world is a senseless, awful place. We are overwhelmed.

That's the point, in a nutshell.
