The DS appears to a larger percentage of children than adults.
If we use raw numbers, yes, more adults will be appealed to the DS, but that's because adults grossly outweigh children.
More adults are not appealed to the DS (in contrast to adults appealed to the DS) than to kids not appealed by the DS (in contrast to children appealed to it).
