I'd really like to see that link, because that assertion makes no sense to me.
3D is pure hardware processing power. Instead of rendering a 3D environment once and presenting it as a 2D image, you render it twice and send one 2D image to the left eye and a slightly different one to the right eye. The fidelity of the image stays the same, so there's no need to hire more artists or level designers.
