Since this is Sega's official webpage, the "guy" who wrote it is SEGA (in a sense). And he calls it a role-playing game with tactical and action elements.
This entire argument once did not matter. On the NES, how many WRPGs were there? Not many. Then you just called them RPGs (or console RPGs). Most of the western style RPGs were on the computer (thus Computer RPGs). Once they moved to the consoles (and JRPGs never took off on the computer), there HAD to be some distinction between the two. That is why JPRG and WRPG just make sense.
