Vice City all the way. SA was fun, but Vice City just had that special something. Maybe it was the era it was betraying. GTA4 I didn't like that much, it was just too serious. IMO GTA should be like one of those action movies where its just so over the top even the actors know that its a joke and so they just run with it, and that makes it entertaining.
GTA3 was amazing though for how new the whole concept was at the time. Pity my TNT2 M64 could barely handle it, making it nigh unplayable at the time.
