Considering she is much better at offense than magic, I don't see much point in leveling a weapon that utilizes magic. I mean, bring in Hope or Vanille. Seriously, would you rather have more damage done DURING or BEFORE stagger? And sure, she's the third best healer or whatever, but seriously, 3 Medics gets health up so quickly Magic stat doesn't matter that much.
