Is the power supply supposed to be louder than the Xbox?

lol seriously, don't even mention the word troll.

The brick itself makes more noise than the 360 does. It starts off silent then gradually gets louder as I keep it on. I'm surprised at how quiet the new 360s are, but the power brick takes away any of that, because it's so loud. Hopefully the one I replace it with isn't the same.

if so unplug it. and return it. sound's that is a fire waiting to happen.

most likely  an unhappy capacitor.

also There was also a recall IIRC on the powerbrick on some earlier models becuase of a fire hazard.
