The same reason I think city government is better then state government.
All powerful bodies are corrupt. The less power they have, the less corrupt they are. For example, I live in Minnesota. We have 5.3 million people here. If all of the money collected from them (all except the minimum needed to run a federal government), we given to the state to manage, I am sure the people in office who have to answer to 5.3 million people, would care a lot more about what they think then the people who have to answer to 307 million.
