Unless I misread, it seemed like you've misunderstood the rating.
R18+ would be similar to the ESRB's Mature rating here in the United States and not the Adults Only rating. However, Australia's game classification system lacks the R18+ rating for games (but has it for other media like movies). Right now, the max rating for games in Australia is 15+ so any game that isn't suitable for that rating must either be edited or is refused sale.
Atkinson stepping down could potentially be big news because, if I recall, the way things are set up in Australia is that the Attourney Generals in the country must unanimously agree to pass things and Atkinson has been blocking the addition of the R18+ rating for games. He's like Australia's version of Jack Thompson.
