Perhaps people dislike it because they don't think it's as fun as the other games?
In fact, in comparison to Resident Evil 4, a game considered by many as one of the best in the series and an amazing game overall, it falls short. Resident Evil 4 didn't require much knowledge of the overall story, was a longer game, took the series in a new direction and had a lot of variety. Resident Evil 5 on the other hand has a dumb partner AI, a weak story that's trying to tie up the series, lacks as much variety which feels like the idea bucket was running low and is a shorter game. So while it's a decent game, it doesn't seem to live up to the expectations set by Resident Evil 4.
Personally, I don't care as I've never been that big of a fan of the Resident Evil series and I haven't really cared for the way Resident Evil 4 and 5 play and some of the over the top stuff it does (ex- hand to hand matrix combat and agility for example). If they're going to make it so action oriented now, why not start a new series with it?
