You don't need a Blu-Ray to put any resolution on. You just need some space. In fact the Xbox 360's DVD drive has a higher maximum read than the PS3's Blu-Ray, making it more capable in theory of instantaneously delivering 1080p content.
Of course, both the consoles are too weak to do this routinely.
