You don't need to grind for the first 10 chapters. You need to grind on Gran Pulse(Chapter 11) because Chapter 12/13 would be impossible to do otherwise.
I think the lack of traditional towns and the linearity for the first half of the game makes sense story-wise.

Grinding 11 is hard for me for some reason, whole game was EZ-mode, and get to here and it's like holy crap.. well, not most of the enemies, but those Behemoth Kings.. man, they heal and then they 1 shot Lightning (and she has between 2.2k and 2.4k health) - Maybe I should put Snow in my party as leader, he has over 3k... hmm

The only real way to beat them is to hit them with a pre-emptive strike, then juggle them. There is an isolated one near the exit if you were to progress through the story. Just sneak up behind him and then destroy him once staggered
