Once you go down the road on deciding who has the right to reproduce it's scarily close to deciding who has the right to live. I'm anti-eugenics in a fairly big way.

I'm sure the idea is that the right is intrinsic, and something that one has to actively forfeit, like the right to breathe - nobody has the authority to "give" this right, or to take it away arbitrarily.
