It's all about the money.
The word is the developer gets 60% of the DLC cost (I don't have a link, thats just what I read before and it sounds plausible since the developer has to pay MS some for bandwith and hosting).
So they get say $40 for the game that I already bought, and another $2.40 off me if I buy the DLC.
Now lets say 1,000 suckers buy this? That's $2,400 they made by keeping this to DLC. Tho I imagine when all is said and done a lot more people will buy this at the low price point.
It's easy money for 2k. I hate them as a buyer, but as a seller It's a good decision. Especially for 2k who has bled money in the past and needs ways to profit.
It's just that simple.
