No, I don't think it's the best, but I still loved FF12... after leaving it for almost 3 years LOL. The story and characters are not so good (which is probably why I abandoned it for so long), but the game-play was addictive once I came back, especially during hunts. I think it depends a lot on the player, though. The emphasis was definitely more on strategy over action and not everyone likes that. (Actually the gambit system is a lot like tactics in Dragon Age, but gambits seem to work better LOL)
I bet that if they hadn't included Vaan and his lameness/weird painted-on abs/story irrelevance, FF12 would've been 10x better.
