they come from Humans (Society)
generally which ones people apply or dont apply varies by nation and what the people in that society vote for (Democracy shapes rights in many ways)
some are enshrined by a constitution or bill of rights, though again, they are still man made, technically all rights can also be taken away from people (by the state, etc)
