I'll give some input. Let's analyze the Bayo v. GOW III situation.

For a game to receive a perfect ten, it needs to be...well, perfect. Great gameplay, great story (if it has one), great atmosphere, great graphics and sound, everything. Seeing as Bayonetta had an absolutely terrible and frankly annoying story/acting, this should set it back. It also had fretfully long load times (I've seen complaints for both versions).

Then we have God of War 3, a game with unparalleled graphical fidelity, tremendous sound, epic storytelling (however basic), intense atmosphere, over-the-top-action and gameplay that has set standards for its genre.

This is the real reason people are pissed over the scoring. If they graded both games at the same level, people wouldn't complain quite as much, but giving Bayonetta (a game which is inferior based solely on what we have seen so far) a higher score is a foolish decision.
  • Story - just because you don't get what they're going for doesn't mean it's terrible.  That's like reading Harry Potter and saying WTF!?  This mystery novel sucks!
  • Acting - Again, if you don't understand it you can't fault it. 
  • Load Times - I can't talk about the PS3 version since I didn't play it, but the 360 load times were never a problem.  Can you show me your source please?  They actually had a pretty genius way of handling load times and I hope games take notes on what they did.

Also, way to leave out some of the games strong points:

  • Witch time - genius and exceptionally executed.  In a game that's about killing things it made you think about defense in a great way that isn't jarring
  • Combat - I hate these sort of games but I loved Bayonetta, that should be a testement right there.
  • Combo System
  • Weapons
  • Scale
  • Sound

Bayonetta really had it all and just blew everything that was already out out of the water.
