I can say with 100% certainty that this is not the case. There is absolutely no reason to delay Gran Turismo 5 to coincide with the release of Move. The racing genre is probably one of the few, if not the only genre that PlayStation Move literally offers nothing of substance to the gameplay. Even traditional game controllers are frowned upon in preference of racing wheels.

Even if Polyphony Digital decided to incorporate Move as an optional control scheme or a menu navigator, there would be no reason to delay the game for that. It could be added with a simple patch or DLC.

It's far more likely that the game could have been delayed to coincide with the 3D firmware update releasing this summer since that is a feature that is both confirmed to be used in Gran Turismo and would actually add substance to the gameplay, however even being delayed for that is not very probably since as with Move controls that could be patched in.

It's abundently clear that GT5 was delayed for marketing purposes well above and beyond anything else.
