Maybe not the best of all time, but the close. Morrowind is my favorite game of all time, and it is VERY flawed. Terrible combat system, incomprehensible quest system, very unforgiving. However, the size and detail of the world in Morrowind is just staggering. I would literally spend hours in a single dungeon just reading books, and I never once saw a repeated book, in any dungeon. The scale is just staggering (people may argue that Morrowind was a downgrade for the series, as Daggerfall had a much larger world, but the world in Daggerfall was just downright boring).

Morrowind set the standard for all WRPGs, and not a single WRPG has come close, with the exception of the Mass Effect series.

Half-Life 2 is tied with Morrowind. HL2 has an amazing story, great graphics and art direction, amazing voice acting, Alyx, the best female character of all time (tied with Tali), great shooting mechanics, fantastic level design, interesting and smart enemies. The game is simply a masterpiece.

Half-Life 2 set the standard, not only for first person shooters, but also for voice-acting (still hasn't been topped), graphics (only recently topped), facial animations (still haven't been topped), and story-telling (Bioshock gave it a run for it's money, but it's still the best). If any game can be considered perfect in every single way, it's Half-Life 2.

Ocarina of Time on the other hand, while I can't point to any flaws, it just doesn't reach Morrowind or Half-Life. It's not what's in the game, it's whats NOT in the game. Best game of all time, no. My number 3, Heck yes.
