I tried to think of a good reason for X and O to be on the Nunchuk, but what I came up with where flawed ideas themselves.
Using X and O on the nunchuk for simple multiplayer games, ie. one person holds arc and another holds the nunchuk, making the controller set up more versatile, but used on it's own a PS nunchuk is less functional than a dualshock, which you'll likely have (multiple of) in addition to the arc controller, so it's bordering on redundant.
I don't know, maybe someone can think of a good reason to have X and O on the Nunchuk?
