Well UC2 did set a bar I agree and it looks like GOWIII may better that..  but Heavy Rain isnt pushing the tech at all imo.  Halo Reach may well set new standards in multiplayer... as Halo games often do.

regarding bout UC2 and GOW3 in terms of resolution UC2 is native 1080p where as GOW3 is 1080p upscaled does it mean GOW3 is weaker than UC2.

But UC2 is native 720P and upscales to 1080P and GOW3 is native 720P and upscales to 1080P

noted i'am at the wrong saying UC2 is 1080p.
