Well, i'm gonna assume that we're talking about delivery chain pizza. If not, any real restaurant pizza is way better than any delivery chain.
For chains I say Papa Johns > Dominos > Pizza Hut.
Dominos use to be 100% ass, but they've really stepped their pizza game up. On top of that, they still have super cheap prices. Papa Johns is the best but I don't order from them because their quality isn't worth the price increase over Dominos. A Papa John's "deal" will be like 2 medium 1 toppings for $19.99 compared to Dominos and Pizza hut where you can get like 4 mediums for that price or 3 larges for a dollar more ($21).
