Reach will outsell Halo 3 for many reasons.
1. The 360 user base has nearly tripled since Halo 3 was released.
2. Halo: Reach is a NEW STORYLINE.
-----a. Many people never got into the Halo's for the simple fact that they hadn't played the first 2.
-----b. This new story will be able to attract even non-halo fans to purchase it.
3. This year only the weaker iteration of CoD will be competing (Treyarch). When Halo 3 released, it had CoD4:MW to compete with (IW).
4. Microsoft will advertise and hype this game even more than Halo 3.
I fail to see how Halo is going to lose fans for a release that is going to be hyped and advertised as much as this. Halo: Reach to the haloverse IS halo 4. I expect it to outsell Halo 3 and add as many as 2-3 million more past that.
