Maybe a Microsoft tax, on their profits, would be a better idea, since most hacking is from vulnerabilities in their OS or Internet Explorer?
It's hardly users' fault that vulnerabilities exist in software.
Or if it's going to be like healthcare insurance, maybe having Windows as your OS could be a pre-existing condition that raises premiums?
