Yeah it depends on individual needs. I've had my current prepaid service for over a year and a half now and I've used only $55 worth of airtime at 25c/min (for the first while it was 20c/min though). And that used airtime includes texting (I think it's 5 or 10c each. I can't remember) and the 99c/month 911 access fees. I have about $35 worth of unused airtime right now. lol. And I always top up with the minimum amount. I might as well use the left over balance for buying games. lol. I'm a pretty light cell user because I use the wired landline most of the time and I use instant messaging/e-mail in place of "texting".
I then use all of that money I save by not having crazy cell phone bills like a lot of my friends and acquaintances on videogames.
For people who don't have a wired telephone line, a $60/month cellphone plan isn't bad. So as long as they have the airtime they need. I could have sworn that the iPhone service plan that Rogers offers (Rogers will probably be Canada's exclusive carrier for Sony's PSP Smartphone too) for $60/month or whatever doesn't include unlimited local calling airtime. Which blows.
