And by far the most popular element of a Halo game is multi-player, in which Master Chief has no part. The only reason ODST sold less is that everyone already owned the multiplayer.

No, it's a prequel, not a sequel. Halo 4 with MC would be a sequel.
I buy video games for the story, FPS included. 10million people did NOT buy Halo 3 for just gameplay, and 10million people did not buy it for the multiplayer. I probably have logged no more then 3 hours of halo 3 mp yet played the game through 3 times. I get it, mp it's amazing, but I didn't buy it for the gameplay of mp. I bought it because it has an engaging story that had me since halo 1.
I read the halo books too, even the fall of reach books focused around MC. It bearly even says anything of what happened on reach. I read it because MC was an awesome character who is shrouded with mystery. I don't really care for the reach game tbh. And there are others like me. Give me the next MC halo and i'm there.
Sorry but there is no chance in HELL that a prequel which doesn't contain the main character of the previous 3 blockbuster games is going to outsell the game that put the end to the trilogy. People have no reason to run into halo reach like they did from halo 2 into halo 3. The halo story is over with halo 3.
On that note, if you don't agree and really think halo reach will outsell halo 3, then we will agree to disagree and see in september.
