try doing an extended ping to a site such as google or something while watching videos. If the videos stop/start/stutter alt-tab to the command window and check to see if your ping return time has gone up, should be around 10ms at the most.
To do said above use the windows key + r then in the command box type cmd then when the black window opens type ping -t www.google.ca
If your ping times are constant, I would bet it is the site you visiting
