I mean, an average IQ's of 113 and 85?   Below 70 is mental retardation... standard deviation on an Iq test is 15.  If this was true it would mean 15% of Missisipi woud be considered mentally retarded... when it's usually around 2%.

 

The lowest a state averages is about 94...

 

In general, IQ is just lower where there is a lot of immigration, and then the south, because the south has been behind the rest of the country... pretty much forever.
