To answer your questions from what i know and a little bit of my own opinion is.. that Ubisoft didnt expect it to be so hard to work with the Cell.. if you go on their website and click on the forums.. one of their developers says that the game wasnt ready yet as of april... GRAW2 has been delayed until august.. which to me shows that the game isnt ready.. Ubisoft Montreal is working on Vegas they are known for putting out quality games... End War is not gonna be an 360 exclusive they have already stated that its ps3 and 360 only... Ubisoft wants to be known for more than just putting out microsoft games... Games make consoles sell so i dont think they are holding back on purpose even though many think so...
