Still, I don't think the upfront DLC code deal is necessary for this, as it feels like they're unfairly devaluing your copy of the game. Wouldn't the promised content in the future be enough for people to hold out? It just seems like they're trying to screw us over with all this DLC nowadays.

PC has no DLC, only updates.

What's the difference? Some PC updates have (or used to have) some pretty nice content in them. The DLC looks like it's just a couple of maps, we used to get far more than that for free.

Btw, in your scenario A, I wouldn't be silent... I'd be bitching they charge so damn much just for a few maps

The difference is that consoles have to pay for new content, you guys simply get them as free updates. If you're saying that the updates are small, that's your opinion and you are justified in voicing it, but there's no room to complain about actually getting the stuff for free. To complain that you got something for free (and you're perfectly capable of disposing of it with minimal or no effort) is irrational.
