Why aren't public shaming a form of punishment for out legal system?

We've tried that.  It doesn't stop them.  Rape is about power, not about physical/sexual stimulation.  Men without balls, men without penises, and even women have raped other people with things other than genitals.

By all means, lock them up or give them capital punishment.
