Why aren't public shaming a form of punishment for out legal system?

I've heard that such punishments can be quite effective (in terms of correcting behavior), and would definitely be more cost-effective for petty offenses. But as others have said, the moral concerns are too great. It would unleash powerful public ills in ways that wouldn't be immediately apparent, but would be horirble in the long-term.
