So the example you gave where people comment on black being thieves is definitely racism, as you're attributing a negative trait to a race. Acknowledging physical differences as insignificant as the eye shape and commenting on them may be childish, naive and careless ("they look stupid" as my girlfriend said) but calling it racist is going too far IMHO. I see them as generally the same thing. The ignorance you speak of is just a biproduct of racism. The smoke of fire. Such "mistakes" happen much more in countries that generally hold more racists.
