The way I see it, racism implies discrimination or the view that a certain race is superior. So the example you gave where people comment on black being thieves is definitely racism, as you're attributing a negative trait to a race.

Acknowledging physical differences as insignificant as the eye shape and commenting on them may be childish, naive and careless ("they look stupid" as my girlfriend said) but calling it racist is going too far IMHO.

Here you can see an implication of superiority, or at least an aggressive tone from one race to another.
