On capable hardware they could still implement darkness combined with awesome lighting like done in Killzone 2. I don't think they can handle this amount of light sources/lighting effects and the 6.8 GB on a DVD very limited for providing much high quality textures with enough varierty.

I thus think it may well be a design decision to enhance the looks (hiding the low quality textures) due to technical limitations.
