I don't think having a large budget makes a game "big." By that measure, Too Human is unquestionably the
biggest game ever release by a wide margin. 
Obviously, Level 5's most expensive project is going to be on the PS3, because it is easily the most expensive platform to develop a game for. Should we conclude, then, that all games put on the PS3 are automatically the "biggest" games? I don't think so. That doesn't make the game their most essential asset, or the game with their best developers, or the game that will sell the most; I suspect Level 5's best developers have been hard at work on DQ IX for a couple years now, and I suspect both Layton and DQ IX will outsell White Knight Story.
Obviously, you've touched a nerve with me here: it's a semantic argument, I know. I'm just tired of hearing games with big budgets and giant FMV trailers being called "big," even when they are handily outsold and outprofitted by other titles. There are big games with big budgets, but not all games with big budgets are "big."
