Oh it was definitely on puprose but I think you could easily call it a terrorist attack. Obviously, just like the 9/11 terrorists, he wasn't going to take down an entire system or way of life, but that was his goal. He was fed up with the capitalist American society, namely the tax system that was corrupt along with the politiicans who keep it that way and so he resorted to violence to get something started. This man wanted to start a revolution. I mean that's a war crime in my book.
