Looks like its one tile and it probably has to do with the revamped bombardment system. I bet more units can bombard than previously and unlike in 4, you can actually choose where to bombard. I guess there was one feature I disliked about 4 as compared to 3. Ships lost the ability to bombard random tiles, only cities.
