Every single public mens room I've gone in just reeks (unless it is at some really nice place, and schools don't qualify). Clearly you've never seen a girl's bathroom in a dorm. Used tampons on the shower floor, urine on the ground near the toilet from the girl who couldn't quite make it there, other stuff on the toilet itself, and make-up or the like on the sink/counter-tops... Girls can be pretty messy too and, depending on the people, even messier. Spraying perfume/hair spray in the bathroom and being able to work an air freshner doesn't make up for the rest of it.
