It's kind of a strange thing for a producer to say on record.
Hey, our game isn't going to be complete for whatever reason, but do expect us to charge you the same nonetheless. However, for a premium, you can easily play what was initially intended.
I can't imagine DVD actually being the culprit here in this case. If that were truly an issue, there would be a much more obvious, logical solution.
