If you think about it, Nintendo having the highest selling console is working against them. Because their user base is so big, publishers assume that whatever they release will find an audience and be a top seller, once it flops they run to hills.

Again though, the HD user base has been pretty much figured out. FPS are pretty much catered to that system, if a publisher wants to sell a game on the HD twins they know they can put some FPS elements in and it will market very well. They still can not figure out what the Wii audience wants. Do you think Bioshock or Mass Effect would sell as well on the Wii as it did on the HDs?? Those were high quality games, but put them on the Wii and what would they have been? I don't think Mass Effect or Bioshock would have been as prolific for the Wii, simply because the publisher would have had to been a little more cautious while approaching the type of game it would have turned out to be. With the HD's, they know what works, start with shooter and build around it with the story and other elements.
