It's open to interpretation. Some devs refer to the whole development cycle when using the term productioin, while others use the term to reference the period of full production.
For example, Insomniac has a two year dev cycle, but one year is mostly a design phase while the second year is their production year (with the bulk of their studio moving from one game to the other every other year - Reistance 2 in 2008, Ratchet in 2009). Similarly Guerilla Games claims to have only had a full production period of two years for Killzone 2, even though its full developemnt cycle was close to four years.
On the contrary, Naughty Dog cites an 18 month production phase for Uncharted 2, which includes just about the entirety of its development.
At best Cambridge's title is only a year away. More likely two years.
