this is a very old discussion in video games review ...
It is hard to determine when you have to change or when you can continue to make the "same"
I do believe the problem may be because GoW1/2 were on PS2 and GoW3 is on PS3 so they were expecting a more next gen gameplay, perhaps, also, because of bayonetta recent release ... I dont know.
At the opposite, a game like SFIV (or the future Super SFIV) is praised to hell despite being the EXACT (90%) copy ot the past SF 1/2/3 in false 3D ...
Same go for all the FPS (from Halo to CoD) were the gameplay is mostly the same ... since 10-15 years ?
