Rare has put out five games this gen. I don't see how that's "rarely putting out a game." They're much faster than a lot of Sony's first party (some of whom still haven't made their first real game this gen). Also, Microsoft's first party may be small, but with the exception of Rare, all their first party games usually sell extremely well.
I don't see the point in being critical of Microsoft going to devs like BioWare, Valve, and Epic, where all it takes is one good look at the sales chart to see that that's a pretty successful strategy.
EDIT: And Turn 10 is in Redmond, so yeah, there's a lot of downplaying and misstatements to be found here.
