PS2 games, PS1 games, and DVD's are still region locked on PS3's.
You'd be better off getting a modded PS2 or an original JP PS2 to play that game. I'm still using my modded slim US PS2 that I got in 2005, which is helpful now that I'm in Japan as I can play all the JP PS1/PS2 games on it just fine. (though lately I've started playing my JP PS1 games on my JP PS3, no PS2 support on the slim ps3 though
