There are enough parties to spread blame around.
But what would prevent the developer (Rare) of the non-releasable XBLA version to make it a generic spy game rather than a Bond game and try that route?
If the game is so great, then the license should not matter. And from what I understand, that is the biggest sticking point.
My guess is that much of the interest is because of the nostalgia factor -- and the game will not hold up as well if it is not Bond.
