If you did a build based on an Asus P5Q-EM, technically the only fan you'd need would be on the CPU. Less power, less money. The HTPC lies in the motherboard (mATX) and whatever small form enclosure you want to use.

It wouldn't be a game PC, strictly for surfing the web and watching movies. I tend to hate noise so I make quiet PCs whenever possible, but a silent PC has always intrigued me!
