If they're actually growing from the penis itself, no. However, hair does shed naturally, including down there, and has this tendency to stick under a fold of skin to the penis. This is normal, I'd just pull them off.

(Hmm... I can't get the shiny box to show up. Oh well...) For actual shaving, no. You really don't want to have to come that close to there with an object meant for splitting things apart. It's decent for merely trimming, though you will still need to be careful.
