When is it time to shave?

I think the first time I was 13, I did it because it didnt look nice(just the moustache), I did it again like 2 months later maybe more.

Regulary at 15(well kinda, like once every 2 weeks).

Now(19) I shave like once a week, I just let it grow a bit, or I just shave if I have something in which I have to look nice, its a drag to shave, it sucks.
